Pretty sure you can buy the kits, or you can pull the motor from a t-bird, and I belive the only difference between a stock 2.3 and a turbo block is there is a hole in block for oil to run to turbo.
The turbo block has a boss cast in for the return line. A NA 2.3 uses higher compression (9.2:1) cast pistons where the turbo 2.3's use lower compression (8.5:1) forged slugs. Unless you want to stick to low boost (5-6psi max), spend the money on the forged pistons.
