2.3 with a surging idle

so my truck 94 2.3 that when i am driving and i shift into neutral my rmp surges from about 900 to 500 and back until i come to a complete stop. to me it sounds like a vacume leak but i have chased the lines and cant ind anything, i have also done the starting fluid check and got nothing.

any ideas?
