1999 Ranger Doorman shackle/hanger how tight?

I am replacing the bad rear shackle and hanger. Everything is off.

I am wondering how tight I need to tighten the long bolt that goes through the spring eye and sleeved bushing? the reason I am asking is because the design of these doorman bushing are a metal outer sleeve then the rubber then another metal sleeve on the inside. The inner sleeve is what will first make contact on the hanger when tightened because sticks out past both the rubber bushing and outer sleeve .. Do I tighten it down so the inner sleeve can move on the bolt with no slop or do I crank it down so it is tight and cannot move on the bolt?

Its the last thing I have to do to get her back on the road and just want to make sure I get it right.

Just snug it. The nuts should be the type that will not come unscrewed.
I once purchased a utility trailer that had the hangers too tight and one of the axles would carry all the load while the other might be completely off the ground. So too tight is a BAD thing.
The hanger bracket on the frame is what lines up the axel and not the hanger itself.

I think the rule of thumb for rubber bushings is tighten until the bushing is the size of the washer that presses against it.

I've been doing shocks and end links, etc that way for 2 decades...damn...almost 3 decades...lol

Always works.
 
the rubber is supposed to do all the flexing.
the inner sleeve should not rotate on the bolt, tighten it down to clamp the inner sleeve inside the hangar. use normal torque specs for that size bolt.
I just pulled like hell with an 18"bar, probably at least 80 lbft.
tighten them with the wheels on the ground so the bushing is in a neutral position.

Ford FSM (page 04-02-9) says tighten all hanger and shackle bolts to 65-87 ft-lbs. Also it specifies same 65-87 ft-lbs torque spec for the U-bolts that wrap around the axle.

They needed to make the spring hangers out of the same stuff they made the springs. Never seen a spring rusted out!!
