1999 Ford Ranger Front Fender Fitment

I just bought a 1999 Ford Ranger 4x4 as a project and daily driver. The right front fender had been replaced at one point and it doesn't seem to fit right. I think the previous owner might have gotten it from a truck that was newer than 2003, but I don't see any part number stamps or anything to give me a clue of what year truck they got it from. Anyone have an idea of how to tell the year a front fender is. If it is the wrong year I'm going to stop trying to get it to fit and just buy another one. Also, there was some damage to the fender mounts by the door and the underside of the truck. That is why I'm trying to make this work.

pics would help, but the damage to the fender mounts might be why the fender isn't lining up.

I was thinking that it was the mounts. I'm working on getting them back into position, but something seems off. I'll upload some pics when I get it remounted.

I was able to fix the top mount. Here are some pictures of the lower mount. It seems that bottom of the fender is wider than it should be.:

Does anyone have any measurements for the lower right fender mount for a 1999 Ranger? I think that would help.
