1999 Ford Ranger Brush Guard

What is the difference on a 1999 that a brush guard from a 2001 will not fit? I think the frame is the same so it must be the bumper or headlights that interfere. Brush guards for the 2001 and up are plentiful but for a 1999 not many choices. Thanks
