Bought a 99 with minor bumper damage. I would probably just live with it except I noticed that the air scoop for the A/C radiator was empty and the radiator was getting beat up by road debris.

Lots of bent fins and just a matter of time before the system starts leaking.
So:

1. Did the Ranger come stock with some sort of grill to protect the A/C radiator?
2. If I get a new bumper from the junkyard will it have one already installed, or should I try to mount some sort of screen?
3. What years will fit on a 99?

Never anything there from the factory.

The correct term is a "condensor". No, no sort of screen came factory. You're just seeing 19 years of wear and tear. You could add a screen, but it all depends on your driving style. Are you on the highway in traffic a lot? That's where the front of a vehicle gets beat up the worst.
