1997 Ranger surging/Hesitation

My 97 ranger has this hesitation/bogging when cold, after it starts to warm it its fine and runs well, I have changed the IAC, plugs, wires and the VSS but I can't seem to track it down. The truck is well maintained and i would like to get this cleared up, however I kind of live in a remote area where I can't get it up to highawy speeds or for a good long run, could this be the problem, any help would be great.
 
water in the tank could be a good reason for this but when its warm ...well usually.
could be that your sending unit crap in the filter of the sending unit or inline filter and when its cold it expands and restricts flow... that just some things we get up here not to sure how cold your talking about but here we got last year -61*C with windchill i beleave.... i apologize i was of no help best of luck on your diagnosis
 
You might try cleaning the MAF sensor.

Also check for any air leaks or cracks
in the air tube; and tighten the clamps.
