1996 ranger (sticky brakes)

my 96 ranger has very touchy brakes and will lock up with minimal pressure. anyone have a solution for this problem?
 
Front and rear locking up?
 
mine did that for a while. inspect brakes for wear or damage and maybe even replace abs sensors if equipped?
