My 2.3l 96 ranger won't start. Crank no start. I've narrowed it down to a fuel delivery issue. Runs off of starter fluid just fine. I pulled the bed off, tested the fuel pump connector don't get any power to the pump. So I moved up to the inertia switch. Unplugged the switch and tested the connector, all the wires get 12v EXCEPT the pink/black wire (fuel pump power I believe). I'm lost on what my next step should be. Relay clicks when key is turned. Tried swapping it with other relay, nothing. CEL is on but I haven't checked the code yet. Any help or tips are appreciated.

Just for clarification because I'm not confident with using a multimeter, I put the red probe to the black/pink wire, black probe to ground, and turned the key. No voltage. If this is the improper procedure please roast me and then explain correct procedure.
