Speedometer/odometer on a '96 is electronic, there is a sensor on the transmission that has a gear inside the trans.

Could be the wire is unplugged.
Fuel gauge wire is part of a 4 wire harness that runs to gas tank.
Wires are:
Pink w/black stripe - fuel pump power
Black - fuel pump ground
Yellow w/white stripe - Fuel gauge(uses 5volt pulse so won't show voltage)
Orange - fuel gauge ground
Find the connector in the frame rail with these 4 wires
Unplug the connector
Turn on key, fuel gauge needle should be below EMPTY
Get a short Ground wire and Ground the Yellow w/white wire going TO the gauge, turn on key if it isn't already on, fuel gauge needle should go up past FULL.
If not then you probably have a problem with the gauge, usually the "anti-slosh module".
If gauge goes to FULL, then gauge is fine, the Float/sender in the gas tank is bad.
