I was on my way home and came to a stop and noticed my truck was running a rough on idle at a stop light. Drove home the rest of the way and wasn't noticing any issues on acceleration or highway speeds and no check engine light. As soon as I got home I did a scan and it showed po136. Bank 1 sensor 2. Is this the O2 sensor before or after the catalytic converter. Also another thing is the cat was removed on my truck before I purchased it for some reason and they ran a pipe in its place straight back to the muffler. When I replaced the clutch a about a month ago I was under there and noticed they had one of the O2 sensors still hooked up but tied off to the inside of the frame on the driver side near the transmission. I live in Georgia which is non emissions state so I'm assuming that had something to do with the cat being removed.
Is there any way to bypass to make run better? I really haven't done enough repairs on the 02 sensors and all to really know where to start in my particular situation.

There is only one bank of cylinders being a 4 cylinder, and sensor 2 indicates the rear sensor, and if it's just tied up then that's your code...

The post cat O2 won't make it run bad, it just causes the code, what you are explaining is something else that I'm not sure of..

I'm not sure what happened, I drove my truck to work the next day and it was running good with no issues, got home and the code was gone. I was thinking that the downstream sensor wouldn't change anything with performance, but idk. is it possible a misfire or something like that happened and set the code off? Just seemed to me to be strange timing.
 
Sensor 2 is after cat .. O2 sensors can get hot and if it's tucked up by the driverside it's by your fuel lines so that's not a very good thing .. I'd recommend just replace cat or maybe get a custom exhaust with high flow cats as long as you return the O2 back in it's home in the exhaust stream at a 45° angle!!! As for the random rough idle, start with the basics in making sure your oil and tuneup is up to date(plugs wires oil change air filter) and drive it!
