Just to double check, find a slot that does have power and jump it to the 16 slot, just to make triple sure that makes the wipers start working.
If it does, you can start taking the fuse box apart. Or you can go to the store and get a external fuse and wire it to the slot permanently to power the 16 slot. It's your choice how much work you want to put into it.
