1995 Ranger parking brake problems

I recently purchased a 95 Ford Ranger XLT 4x4 5-speed. I was told by the PO that the parking brake didn't work, so i though NBD I'll just leave it in gear. Either way I still want to fix this problem, I just inspected from the mount to the cable underneath and nothing is snapped or broke, does this just mean that the brakes need adjusting in the rear? or maybe the cable is binding and I don't even know it?

Well I determined the cables were frozen, broke the front one trying to unfreeze it, oh well at least i can try to unfreeze the back ones for now.

Good luck trying to free up rusted cables, easier to just buy new ones. If you're in the rust belt the levers inside the drums will most likely be rust-welded to the shoes also.
