1994 Mazda B4000 no turn signals

This truck has sat for 3 years. It got moisture in the cab and molded up pretty well. When I first tested the lights, I had brakes, headlights, tail lights, and front E flashers. When you activate the turn signal, the flasher would click once but never flash a light. I replaced the switch ass'y and that brought back the rear flashers, but no turn signals. I tested for power at the turn signal plug and had 6.8v at the red wire. I checked at the fuse and I have 12v on 1 side and 10.5v on the other side which I thought was weird. I also removed the flasher and put a jumper wire across the 2 terminals to see if the flasher was bad, but still no lights.
Anybody have ideas?

I ended up replacing the flasher for the turn signals, all is good now. Next is tot figure out the electronic 4x4 not working.
