1991 4x4 not working

I have a 1991 with a 4.0 and 5 speed with the 4x4 not engaging. I thought it was the module but I have tried 3 different ones. I am getting power to the module but when I push the reset button none of the lights have came on. That's why I was thinking the module was bad. I can't get the lights to come on at the push buttons on the dash unless I turn the key to the start position without starting the truck. Any suggestions to where to look next?
