1989 4 cylinder ranger motor problem

Just bought this ranger and its a 8 plug 4 cylinder motor that has been bored .60 over and rebuild with a few thousand miles on it. They guy parked it when it stopped running and sat for about a year. Found out there was water in the fuel system so I emptied the tank and put a new pump and filter in it and flushed the lines and it fired right up.

The problem i am having is that it does not rev up as fast as it should and it will not go past 4000 rpms. When it gets up there it dies off and then when you let off it starts idling rough. Please if anyone has any thoughts to what it might be would help a lot thanks.

Joe,

Are you getting the CEL? Do you know if the sensors are throwing you any codes? Could be something electrical.

Got the computer checked, there are two codes 32 and 96. i believe 32 is the EGR but not sure what code 96 is or if either has to do with my problem.
