1989 2.8L EFI torque/HP curve

I replaced my engine 15000 miles ago with a "remanufactured". Always seemed to lack torque at less than about 3000 rpm in 4th gear. That is 65 MPH. Now I know why. I have not seen these curves for stock setups, so I post it here. Anyone else have data or cheap suggestions for increasing low end torque?

Maybe he typoe'd... I thought 2.8's were carbed and he mentioned EFI

yep. I cant type. it is a 2.9 L EFI
