2.3L ('83-'97) 1988 2.3L no fire at plug

Hello. Working on my 1988 Ranger XLT 4x4, 2.3L 5 spd rebuilding transmission. Took engine and transmission out to affect repair. Engine ran no issues prior to taking out. Wiring connections pictured and labeled prior to disassemblely. Just getting it back together, all the connections made, have a no fire condition. Tested wires at coil, red/light green gets constant 12v, dark green/yellow gets 12-pulse, so I'm assuming EEC is good and getting the signal it requires? But plug test wire shows no spark at #1 plug. How do I test the coil? Does anyone have an idea of what may be causing no fire? Any help much appreciated.
 
Additional info. Voltmeter shows reduction of voltage to 8V from 12V when during starter cranking R/LG wire...
