1983 ford ranger 4 speed boot

How is the shifter boot supposed to be attached to the transmission tunnel?
My shifter boot just sits there and is always getting knocked around.

When I looked at photos of factory stock boots, I saw no metal ring and my boot has no holes in it where the screws would go through the ring then through the boot into the trans tunnel. I want to put it back the way it would have been just from the factory but can't understand how it could of have been done without the top ring over the boot holding it in place. Thanks for your time and help. Chuck
 
It came with a plastic bit around the rubber that has 4 holes in it and some sheet metal screws.

The holes on mine are stripped out and bent up so I put them in just to locate it, and shot a tube of caulk down in there. It's sealed too since I have a habit of going through deep water.
