0446 code

Hi Ok here is problem have 2- 0446 codes showing on scanner. Changed both electrical solenoids , the 1 under hood other mounted on canister also changed the canister . So what"s left ?? If I clear codes ( or supposedly cleared codes ) the engine check light goes out and stays out until you shut off engine and restart. Then engine check light comes back on. also with engine check light out the scanner shows 0446 code but light is out. So totally stumped ???
