2.5L ('98-'01) Brake issues

Got my deceased fils 99 b2500 2.5 auto. Brake pedal didn't return after pressing and truck would hesitate until I toed the pedal up.
Completely redid the front/rear brakes, replaced master(bench bled) and booster. New lines and reverse bled system.
No change. Does the same thing. Used vacuum fogger and fixed several small leaks figuring maybe bleeding vacuum. No change.
At wits end and am asking if anyone has/had same issue or any ideas?
 
Not on the level as our experts but does it have 4 wheel abs or just rear abs? If only rear, maybe the proportioning valve is an issue

If you take the vacuum line off the brake booster... does it change things?

Almost sounds like the interal spring on the master cylinder broke.

If you pull the master... then push the push the master cylinder piston in... will it return on its own?
 
I haven't checked the mc. Replaced with brand new one and was doing same thing before I changed it. I'm going to try the vacuum line you mentioned, check the pivot points for the pedal and then look the mc over.
