Nah the ECM and fuel pump relays interchange. Glad you figured it out!

Yes the CEL not coming on was the main symptom of the problem
EEC(PCM) was not booting up, thats what CEL means, PCM has power with key on and is loading software for startup, which includes priming fuel system.
Engine wouldn't have started even with fuel pump working
