the second one has nothing to do with emissions, my 86 has one in the same place and they didn't have evap in 86.

Wrong and wrong.
The second pic is emissions related, but looks a bit out of place given that your truck is an 89.
That is an EGR soldenoid. It switches vacuum to the EGR valve that your truck shouldn't have because the 2.9 didn't run EGR from 88 on. Unless it's Cali/CARB emissions.
