Figured it out. Found this on another forum and it worked if anybody ever has issues.
Take the shifter out again.
There are three sliding rails that move fore/aft in the top cover and each rail has three possible positions. To be in neutral, all three rails must be in the center position. If any of them is not centered, the transmission could be stuck in gear on reassembly.
Use a tool like a large screwdriver to carefully pry the out-of-position rail back to the center so that all three slots line up crosswise. That way, the shifter stub will be able to slide across through the neutral gate and select any rail to move. It will take a small amount of force to move the rail because there are 3 detents that snap it into place in the 3 positions.
When things are lined up correctly, reinstall the shifter.
