would cutouts be a bad idea?

I know that cutouts are illegal in IL, so you might check the laws concerning them.

As for mechanically good idea, I am not sure. I would think that a modern engine is designed/engineered so that it has the proper back pressure w/ the stock exhaust and by putting cutouts, you will be overriding that. you might get a decrease in performance with it.

I know that he mentioned cut outs & his 2.3 engine ,so im assuming that he is referring to the exhaust cut outs & NOT fender flare cut outs
