Wiring harness to wiper motor failed test. Now what?

Problem: wipers aren't working, very intermittent. I've dealt with it for years but always came back on. Finally not working anymore.

What I've done
  1. Tested the wiring harness (using this diagram) at the wiper motor. Constant power (#3 connection) returns 12v but when I turn on the wipers neither Lo nor Hi returns anything higher than .03v.
  2. My 30a fuse is fine.
  3. I can't move the wipers when car is off so mechanics are good.
Next steps
I thought I would just have to buy a new wiper motor but I'm guessing I need to start back tracking from the harness and wondering if anyone has done this before? Relays?

Update: I had been working on other wiring stuff and didn't realize the GEM controls wipers. Turns out that wipers won't work with the GEM fuse removed. Now, if only all electrical problems could be that easy.
 
Glad you figured it out. The best thing you can do for electrical problems is to order the wirung diagrams book for yoir vehicle model year and learn how to read them. Next is to get a multimeter and learn how to use it. That doesn't make all electrical problems easy. But it helps immensely.
