Windshield Washer fluid?

Hey guys I have a 94 Ford ranger 5spd and whenever I would press the button for the windshield washer fluid on the turn signal lever the wipers go back and forth twice. At first I thought that was how it was supposed to be. I checked my fluid and its good so what do you guys think is the problem, is it supposed to shoot the fluid and then the wipers turn twice?

You're supposed to hold it in, and it'll start spraying. And the wipers are supposed to move twice.
