Will i notice any more power by running a 69 (pre emssions) timing set in a 77 351W?

Nope. A timing set is a timing set. If you have it all apart, why not try a gear drive?
 
The timing sets are all the same, it was the cams that were ground differently in some years for emissions.
 
Hmm, guess i got wrong information then.

Howcome when i checked part numbers the 69 Stang 351W uses a different gear then the 77 351W?

Some have a plastic coating on them resulting in a different part number. A timing set just makes the cam spin and won't change anything unless you advance or retard the valve timing with the cam.

Yeah, someone told me Ford retarted cam timing in 72 for emissions.

They did. Get an aftermarket timing set and install it advanced.
