If you keep things relatively clean you can likely talk your way out of it (saying you put a turbo on a stock engine which isn't far from the truth), I've never been through cali inspection but it really depends on district... but yeah, as long as parts are '85 or newer that's always worked from what I've heard but I think they're getting more strict and having to be a factory option or something stupid... don't get me started on CARB, I deal with them at work, one of the agents I was dealing with didn't know what a "boosted application" was (the engine I was dealing with was N/A but I was trying to use universal terms and documents...), heck we had one dealing with a compressor engine saying that since there wasn't anything being driven by the flywheel that it wasn't even an engine so it didn't need a certification... good thing they're the ones enforcing the rules!
