I was stumbling threw the motor bay on my truck an came across a soup can looking thing..I have no clue what this is

Wow dude, you must be friggin strong to throw an engine.


Anyway, your "soup can" is the vacuum canister.
 
It's the flux capacitor. If you have a 85mph speedometer, you need more jiggawatts to get up to 88mph.
 
I thought those were old evap system canisters. I never bothered checking, was always told that and by several people.

No, the evap canistors are a rounded rectangular box with two mushroom looking things on top behind the DS headlight on the radiator support.

The vacuum canisters are used for emissions related stuff though.
