good question
What is this rubber line doing? I assume it’s a vaccume line but I don’t know for What it is broken so Ill either replace it or cut it off and reconnect it

Looks like it is connected to the charcoal canister. Its part of the emmisions system to prevent gas fumes from getting into outside air. Someone else will have to provide particulars...

You really don't want tank fuel vapors under the hood. Trim it and hook it back up. Not to mention... when the ECM commands the solenoid ON to burn those vapors... you have none and pure air is pulled in the engine. Could lead to a driveability issue.

Next thing you do after trimming and connecting that hose...

Fix you battery cables... that positive one looks like it will leave you with a no start yesterday.
