This little tube/connection tore off from what it was fastened to. I pushed it back on for now. I was changing the air filter and when I lifted the tube (for lack of a better word) it tore off.
What is this torn tube called?

It's just a breather. The rubber gets crappy after a while due to oil exposure from inside.

Just take either piece that it connects to, and the tube, and go down to your local parts store, ask from something to fit it made of braided hose. For a section that short they might just give it to you.
 
Yes, it is the Vent(or Breather) hose, part of PCV system, should run to the Oil Filler tube on the valve cover.

It could cause Lean Codes, long shot, if it is not sealed, as it would be a ported vacuum leak.
 
Yup, exactly what it is and yes it does indeed cause the P0171/174 codes when it's bad. Since I have a MAC intake with a huge polished tube connecting the MAF to the throttle body, I simply made a new one from clear plastic tubing and zip-tied it at both ends. Works like a champ!

Oh, it will cause lean codes all right. The equivalent piece on the 4.0 SOHC rubs through on a piece near it and causes them.

It was so common, and the hesitation on launch that went with it was so characteristic that I could call it 9/10 times just pulling out of the parking spot.
