That there is a Methamphetaminus Tweekeroidus or largely known as the common lower La Tweeker. They are non-native to the region and are considered an invasive species as they are close cousins to the Zombie genus, also they are lousy eatin because the meat is diseased and rotting with a mostly empty skull cavity. Open season hunts will hopefully eraticate them soon and bring their infestation levels to extinction.
