A 1999 Ranger would not have come from the Factory with a Manual Transfer case, so previous owner would have swapped that in
So you may be able to use a 2WD GEM if push comes to shove, but has to be 1998-2000 GEM to have the speedometer interface, only years that was used on Rangers
GEM is the "body computer"(BCM) Ford's part number for that in ANY vehicle is 14B205 the center number on a Ford part number
The numbers before it are year and vehicle model its for, i.e. XL5T
Ford changed year and model designation in 1999
F7 = 1997
F8 = 1998
X = 1999
Y = 2000
1 = 2001
ect
7 = Ranger/B-series, pre-1999, i.e. F87 = 1998 Ranger part
L5 = Ranger/B-series, 1999 and up, i.e. XL5 = 1999 Ranger part
4th digit is the Department at Ford responsible for the part, so not related to fitment
The numbers after the part number are Revisions, AA, AB, AC ect........
But in the case of "computers" its also a software version, so a 2WD GEM would have different revision/software number than a 4WD GEM
