Because after about 2000 that is how they come. Too many possible calibrations and options that are PCM controlled to have a turn-key unit. Gotta program them to the vehicle.
A lot of modules in later vehicles, like the ABS stuff for AdvanceTrac vehicles, depends on a VIN verification process with the PCM, so you have to flash the VIN into it.
