I know I saw 1 3/8 id 3 in od but where do I get them? Ace doesnt have that size is that size common?

It's common, I would think ACE would have them, try Home Depot or Lowes

O.D. isn't as important. Just make sure they're 1-3/8" I.D and they should work. Almost any place has 1-3/8" I.D washers in some form or another (you can also use 1-1/4" I.D. washers too if you file 6 notches in the center so it fits over the corners of the bolt head).

Worst case you can order from Grainger.com. Down side to that is buying by the box or package. If they have a local warehouse by you, you can pick them up at will call. I had to do this myself.
