Washed Engine/ Surging

I just returned from a trip and back to the Ranger. I decided to clear the codes to see if the 74 BOO brake on/off code would reset. The Mitchell manual said to apply the brake after the 1-1 flash to keep it from setting the code. I pulled the jumper wire from the self test input during the code flashes. Now I have 12 volts showing on the VOM all the time. the service engine light goes out when the engine is started. Would this new self test problem in the ECA or a relay or ??.

Problem found! One of the wire bundles that looked good the first time through had some wires the insulation was off of on the inside of the bundle. I really apprciate all of you and your suggestions in checking it out. I was determined not to take it to a shop. This Ranger has 220, plus miles and doesn't use a drop of oil in 3,000 mile oil changes. Only one transmission rebuild and it was from towing way more than it should have at 110,000 miles.
