A good valve job from an honest mechanic will set you back $150ish. The difficulty in pulling your heads, is the exhaust manifold bolts. It is hit or miss wether you will get 1 out, they may all snap but rarely clean or flush.
Another expense that can be subdued if you pull the heads is to use head bolts from a hardware specail store vs the torque to yield (TTY) type head bolts that are stock.
So while I agree that I wouldn't pull heads unless I had reason and I would NEVER PULLA STOCK EXHAUST MANIFOLD, unless I had to...I did. Cost me:
$150 for the valve job
$50 for new valveguides/seals
$75 for replacement gaskets
$18 for new head bolts.
I have issues regarding trusting an engine with an unknown history (you called it "used and abused"?), so like I said, before a tune up, I would also do the timing set, water pump and oil pump. With those components new and properly installed, I would feel confident that the engine will get me where I'm driving.
