Undoing Rust?

I was thinking of using a heavy-weight oil that has a stick to it, and globbing it onto the next frame I get. and then just letting it soak it up, clean it off lightly, using a rag, and then putting a 10 year sealer on it. I will do similar to the panels, only using a rustolium-type paint for the undercoat, and overcoat.
