i still have to abide by the laws if its gonna be an offroad/track vehicle? i thought that the laws were for the street driving? according to ca smog regulations you have to go thru B.A.R to do an engine swap if your driving it on the street and you want it to pass smog. Law states that you can only use a motor of the same year of the vehicle and no older, but you can go newer. Im sure if i was going thru B.A.R they would make me have FI and a computer as well. but like i said this is a truck thats not going to be driven on the road.
I missed the offroad only part.
I wouldn't think there would be any real rules but it would be worth checking out.
For easiest fitment I would go with a later with the dipstick in the block (dual sump pans are cheap and plentiful without the dipstick) General rule of thumb is later is more power and serpantine belts fit nicer.
