if you buy the outside skin of the tailgate you can cut a square peice out of your tailgate, cut the same size out of the skin, then trace one inch outside of your opening on your skin and cut that out... now you take that one inch piece and put it behind your opening on your tailgate... now you have a lip you can epoxy the patch onto... provided you made the hole slightly larger than the piece you are putting in... now you have new steel in place without any welding and you can bondo that up and you got a for real solid piece of repair.... and a great thing is you just need a cut-off wheel or some super-heavy-duty snips.
