stuck at 3k rpm

I have an '88 Ranger supercab 4x4. Just had the engine rebuilt. The engine won't go over 3000 RPM, even floored...any ideas? Not the ECM swapped a different in to check
 
Is this a manual or automatic? Are you in neutral or driving down the road. If your in neutral try driving down the road. I know that the newer automatics have a rpm limiter that limits the rpm to 3000 when not in gear.
 
Its not new enough for that. How's the timing. I've seen it be close enough to run, but far enough off that you can't get the engine revved up very high.
 
Check the basics. Plug wires not right, vacuum line not hooked up ect. Does it throw any codes?
 
It's spittin' out about 3 codes...pip, O2, and SPOUT...it is a 2.9, 5-speed new plug wires, timing checked by mechanic and reset...I'm thinking a short or a sensor that hasn't spoken up yet
