looking at the pix, I would have to say absolutely...
They both have the same base part number (3600) which is another nudge towards a yes.
From the interchange and fitment lookup the new WHEEL would not fit on the old vehicle (or else Ford is lying about fitment)... but can't really tell you for sure about the bag.
If nobody shows up with an definite answer you could just call the Ford dealer's parts desk nearest you and ask em if you can use the 6L.... an honest dealer will tell you yes or no, a crook will always say no just to sell you the part.
They list the airbag for the 2006 as being

Thanks. I saw someone put the 04-06 airbag on a 07-11 wheel and there was a gap at the bottom because the airbag is more round on the older ones. But I just don't know if the more square airbag will fit on the old wheel.
I think you just answered your own question... if there was a gap going one way, then there would be an interference going the other way, no? unless you want to shave the cover down I would call it a non-starter...
