In MA, the rule is wheel base * track width divided by 2200 is the allowable limit for lift.

Does anyone know how track width is measured? whether it is to the center of the tires, the center of the tires from the factory, or to the outside edge of the tires?

I always thought it was to the outside edge but now that you mention it I guess I'm not 100% sure on that.

That doesn't allow for much lift though, by that rule a Bronco II would be limited to less than 3".
