Starter mesh problem on 4.0 Ranger 4X4

The starter makes a loud whine like it's only partially engaged. I removed and inspected it, the gear is good, it fully ejects, but still howls. I swapped another good FORD starter in Same deal.
Does the 4.0 use a different starter? I don't think that anyone swapped the flywheel or engine.

a 4.0 has two different staters as to if it has automatic transmission or manual
