Slave Cylinder Problem???

I just replace the engine in my 94 ranger. Its a 3.0L. When the engine was out the clutch pedal got pumped and it made the slave cylinder rock hard, so when i put the new motor in i unscrewed the bleeder and it seemed to work. I filled up the master cylinder and have bled it numerous times and still dont have any pedal at all. I thought it was my slave cylinder so i replaced with a good used one. Still dont have any pedal, i have bled it about 20 times. Any ideas?

open the resevoir and have someone push the pedal. if the fluid flows back into the resevoir then your master cylinder is bad... happened to me. bought a new master, month later lost the pedal so i figured had to be the slave, pulled tranny and replaced it but couldn't bleed it. look at the res. while someone pushed the pedal and fluid was going back to the res. so thank Autozone for lifetime warranty so i swapped the new bad one for a new good one and haven't had an issue at all for the last 5 months.

This may sound dumb but doesnt the master cylinder just hold the fluid? How does it control where it goes?
