I have 99 Ford Ranger XLT extended cab with side doors that refuse to open, I've look'd for an excess point to make adjustments to latches if it helps, but I'm at a loss.

Sure could use some help.

Need more info. Are they frozen? When you do get them open does the door sag like the hinges are worn? Have you tried lubing up the latches?

no there not frozen, they only particialy unlatch but do not open. The slidders just don't retract enough. I've been told that there is an adjustment to the latches if so where and how ?

See if the cable has come loose from the latch and might need to be put back in place. You will see the cable attached to the latch hidden behind it. Sometimes it can come loose and needs to pulled forward and then set it back in place. This happened to one of my doors once. I was able to do it with a couple of fingers.
