Rust windshield cowl

Rust is eating my steel painted cowl that the wiper arms go through. It is fixed at the windshield and welded in place. I've searched for a replacement, all I get is an outer cover, that doesn't look correct.
Anyone know of a replacement? Has anyone tried to replace one on their own?

I saw that. Doesn't appear to be the same. I think this is a plastic cover
