RPM's raise a little when stopping

Hey guys on my 2000 4.0l automatic wen i come to a stop light and slow down when im at almost 0mph the rpm will jump up a couple RPM and then drop back down to normal. It is more noticeable when the truck is cold, but i can still feel it when it warms up. I can see the tach jump bout 200rpm and then settle back down. I wouldn't mind except i can feel it like im trying to brake against the engine revving. anyone has this happen? Thanks!
 
My 94,5 speed ranger revs up too when when I engage the clutch or have it in neutral but it does it every now and then at any temperature . It still does it even when I replaced the TPS.
 
A vacuum leak in the booster comes to mind. Does it settle back down while the brake pedal is still depressed or stay at a higher idle.
 
My Wife's Cougar did that as well. I cleaned MAF and it quit doing it.
