Removing lower bumper on 95?

Is it possible to remove the plastic "chin" piece without taking off the entire bumper? I need to straighten the bumper because I need to change the grille and the bumper is jammed up tight against it, preventing access to a screw under the headlight. I was hoping to pull it straight with a tow strap but the plastic piece is in the way.
 
I've never done it... but I've seen pictures of trucks that people did. Probably held on with mostly plastic clips. Not sure they won't break on the way off... but there is only one way to find out I suppose.
 
For the upper plastic on the bumper?
Bunch of fingers/clips sticking into the bumper. Would be a huge pain to get it off while the bumper is still on without wrecking it.
 
On my 93, the bottom valence piece was attached with rivets, if I recall. I think I just drilled them until the heads popped off.
